Our City Council representative, Ed Reisinger, has a new email address:

The City Council is the legislative branch of our municipal government, and
Ed is your representative in that branch.  For a brief 101 of the City
Council please see the below information published by the League of Women

Legislative Branch 

 

Baltimore's law-making body is the 15-member City Council.  For
representation in the City Council, the city is divided into 14 councilmanic
districts.  The voters of each district elect one member of the City
Council.  The 15th member, the council president, is elected citywide, and
the vice-president is chosen by the council from among its members.  All
members are elected to a four-year term.  If a position becomes vacant
between elections, the vacancy is filled by the remaining members of the
council.  

 

To be eligible for election from a councilmanic district, a person must be
over 21 years of age, a registered voter, a U.S. citizen, and must have
resided in the councilmanic district he or she will represent for at least
one year immediately preceding the election.  A council member must continue
to reside in the district during the term of office.  If the city council
district boundaries are changed as a result of a 10-year national census, a
candidate for city council in the election immediately following the
redistricting need reside in the district he or she seeks to represent only
since the preceding July 1.  

                        

Candidates for president of the council must meet the same qualifications as
for mayor.  

 

The primary responsibilities of the City Council are: 

.         Enact ordinances (laws) and resolutions of the city, consistent
with the powers and duties provided in the City Charter and state law.  

.         Review and enact the annual Ordinance of Estimates, which provides
the operating and capital budgets of the city.  The City Council cannot
increase any amounts proposed in the Ordinance of Estimates, but may, with
certain exceptions, reduce or eliminate proposed amounts.  

.         Enact revenue ordinances necessary to meet the anticipated
expenses of the budget.  

 

Much of the work of the council is done through committees, whose members
are appointed by the council president.  These committees may change over
time.  In 2005, the committees and subcommittees were: 

.         Budget and Apropriations 
Subcommittee: Labor 

.         Education, Housing, Health and Human Services 

.         Taxation and Finance 
Subcommittee: Economic Development and Public Financing 

.         Executive Apointments 

.         Judiciary and Legislative Investigations 
Subcommittee: Public Safety 

.         Urban Affairs Subcommittee: Aging 

.         Land Use and Transportation 
Subcommittee: Highways and Franchises 

 

An unofficial role of City Council members is to serve their constituents as
advocates with city government agencies.
