West Covington URP Hearing

The schedule for tomorrow's hearing is slightly changed from 3:30 p.m. to
5:00 p.m.  As far as I know, this is the most current information.

Tomorrow at 3:30 p.m., the Planning Commission
<http://www.ci.baltimore.md.us/government/planning/>  is hearing and will
likely make a decision about the BDC's proposal of their West
<http://www.soboimco.org/West_Covington_URP.pdf>  Covington Urban Renewal
Plan.  This is an important and a likely decisive hearing.  If you have an
opinion about this URP that calls for the condemnation of Swann Park as well
as the condemnation of other private property, please make time to attend
this hearing.  The implications of this URP remain largely nebulous as no
formal plan or timeline has been presented to the community by the BDC.
More than this, the hearing process for this particular URP has shown many
indications of being fast-tracked.

- WEST COVINGTON RENEWAL AREA 

 


For the purpose of designating as a "Renewal Area" an area situated in
Baltimore City, Maryland known as West Covington bounded generally by I-95
on the north, Hanover Street on the east, Middle Branch waterway on the
south, and approving a Renewal Plan for West Covington; establishing the
objectives of the Plan; establishing permitted land uses; providing for
review of all plans for development; authorizing the acquisition by purchase
or by condemnation of certain properties for urban renewal purposes;
creating certain disposition lots; providing for the term of the Plan;
establishing procedures for amending the Plan; approving certain exhibits
and an appendix to the Plan; providing for certain design guidelines,
standards, and controls; and providing that in the event of any question
regarding the meaning of these standards and controls or other provisions of
the Renewal Plan, the interpretation by the Department of Housing and
Community Development (referred to as "Department") and the Commissioner of
it (referred to as "Commissioner") is final and binding, but may not be
unreasonable or arbitrary; waiving certain content and procedural
requirements; making the provisions of this Ordinance severable; providing
for the application of this Ordinance in conjunction with certain other
ordinances; and providing for a special effective date. (Tenth District)
